域名轉(zhuǎn)移注冊(cè)商時(shí)必須向原注冊(cè)商索取到 轉(zhuǎn)移密碼(auth-code)才能進(jìn)行。像Godaddy等國(guó)外注冊(cè)商,一般在控制面板上就可以直接點(diǎn)擊一個(gè)按鈕發(fā)送auth-code到域名所有人的郵箱之中,國(guó)內(nèi)的注冊(cè)商一般都沒(méi)有自由獲取轉(zhuǎn)移密碼的功能,需要聯(lián)系注冊(cè)商或之前注冊(cè)域名的代理商,人工索取轉(zhuǎn)移密碼,或提出要進(jìn)行域名轉(zhuǎn)出。這樣原注冊(cè)商一般會(huì)給出相應(yīng)的處理流程。
如果原來(lái)是通過(guò)萬(wàn)網(wǎng)、新網(wǎng)等注冊(cè)商的代理商購(gòu)買的域名,如果代理商不給轉(zhuǎn)移密碼,可以先向萬(wàn)網(wǎng)等 注冊(cè)商直接投訴,如果注冊(cè)商也不配合處理再向ICANN、CNNIC等注冊(cè)局投訴。
按照域名相關(guān)管理機(jī)構(gòu)的規(guī)定(ICANN域名轉(zhuǎn)移政策),原注冊(cè)商不能擅自拒絕或限制域名的轉(zhuǎn)出,也不能以任何名義對(duì)域名轉(zhuǎn)出額外收取費(fèi)用; 如果原注冊(cè)商以各種名義阻攔域名轉(zhuǎn)出或要求對(duì)域名轉(zhuǎn)出收費(fèi)的,

一、登錄ICANN官方網(wǎng)站轉(zhuǎn)移表單提交投訴

1、填寫基本信息,標(biāo)注*號(hào)的為必填
* Name 姓名,必須填寫
Organization(if any) 組織機(jī)構(gòu),非必填。
* Email address必須填寫電郵地址方便注冊(cè)商(regestrar)聯(lián)系,必須用whois信息中域名所有人的郵箱。
Phone number(optional) 填寫電話號(hào)碼,非必填。
* Domain name必須填寫 投訴的域名,如abc.com ,注意不用填www. (上圖示例有錯(cuò))。 此處只能填寫單個(gè),提交時(shí)系統(tǒng)會(huì)自動(dòng)查詢注冊(cè)商
2、Indicate the reason(s) 選擇投訴的問(wèn)題類型,選域名轉(zhuǎn)移中遇到的相關(guān)的問(wèn)題。

They ask me to renew the domain first which will cost me xx RMB and 60 days.I think I’m the domain owner and I have the right of transfering my domain by free。 But many domain agents in China (not only xxx)always set up many check points and collect fees to avoid customers transfering domain out of them。
Please ask xxx。com send the auth-code of mydoname.com to it’s owner email and regulate the behavior of Chinese agents。

一般情況,域名注冊(cè)商直接提供域名的轉(zhuǎn)移授權(quán)碼。
如遭遇原域名注冊(cè)服務(wù)商阻攔,可以再次向ICANN投訴。投訴間隔一般最長(zhǎng)不超過(guò)7天,最短不要小于2-3天,需要關(guān)注注冊(cè)商工作時(shí)間,避免非工作時(shí)間處理延時(shí)。

三、關(guān)聯(lián)百科
•域名所有人名稱前期填寫錯(cuò)誤是可以修改的,所有人電子郵件地址必須是正確可用的。
•使用域名whois信息上所有人或管理人的郵箱地址填寫報(bào)告或投訴,以此證明管理身份。
•獲取到轉(zhuǎn)移密碼要及時(shí)轉(zhuǎn)移,如果域名被鎖定(lock 或 hold狀態(tài)),時(shí)間過(guò)了轉(zhuǎn)移密碼也會(huì)失效。
•auth-code是域名授權(quán)碼,即通常說(shuō)的轉(zhuǎn)移密碼,不等同于域名管理密碼。
四、屬于合理拒絕的情況:
•欺詐行為的證據(jù)
